Participants of the HR-trend conference have discussed management competencies and how to form them at IEM

Department of State and Municipal Management and the Department of Organizational Behavior and Personnel Management at IEM TSU has organized a round table discussion Manager Competencies and Educational Technologies for their Formation under the international conference HR-trend 2018.

The participants were university professors, undergraduates, and representatives of business structures and government.

The main topics of discussion were the practice of forming and assessing current competencies in public administration and business management, and the value bases of economic and managerial decisions.

In their speeches, representatives of the Tomsk Region administration spoke about the civil servants developed in the competence model and the technology for their assessment, ensuring uniform approaches to the implementation of competitions for filling civil service vacancies and inclusion in the personnel reserve. A representative of Sberbank showed their approach to the development of managerial competencies, drawing attention to the actual task of developing digital skills that are no less significant than professional and soft managerial skills. The TSU teachers also spoke and proposed for discussion the issue of corporate social responsibility of business and methodical approaches to training managers to make management decisions based on the principles of Special Operations Command.

At the platform for discussing the competency approach in public administration, it was emphasized that the example of Tomsk Region demonstrates a systemic view on the formation and use of the competence model of a public civil servant. The participants proposed to extend this systemic practice to the municipal level with the development of a municipal employee competence model taking into account the specifics of the work of local authorities. It is also necessary to include in the model competencies associated with a focus on the needs of society.
