IEM professor Olga Nedospasova took part in Moscow Financial Forum “In search for a new balance: Russian financial and economic system during worldwide transformation”.
The Moscow Financial Forum is a relevant platform to discuss financial and budget government policies, topical matters of domestic financial sector development. This year the Forum was conducted for the seventh time, its key topic was the search for a new balance, an answer to the question: what the shape of the Russian financial and economic system should be during the period of the world transformation. The Prime Minister of Russia Mikhail Mishustin, Chairwoman of the Bank of Russia Elvira Nabiullina, Minister of Economic Development Maxim Reshetnikov, Minister of finance Anton Siluanov, Mayor of Moscow Sergey Sobyanin, Chairman of the Board of the VTB Andrey Kostin made a speech on the plenary session.
Within the forum I was lucky enough to participate in the work of the roundtable « Modern labor market: transformation, challenges and necessary financial adaptation», Olga Nedospasova, IEM professor says. During the session top managers of the Ministry of Finance, Ministry of Labor, Ministry of Industry and Trade, Federal Tax Service made their speeches. All the speakers considered the labor market a three-level system including a citizen, employer and educational facility. The experts mentioned some positive dynamics – for example Russian labor market is now characterized by historically high level of employment and the real growth rate of income is higher than it was expected when the annual budged was formed. As a result, regions collect more income tax. But one shouldn’t underappreciate the risks of the budget system from higher payroll spending, shortage of personnel in many fields, luck of labor reserves mobility and mixed influence of the labor market by self-employment.
A lot of emphasis during the session was put on online labor platforms. According to the GR & Public Policy Director at Yandex Go Anton Petrakov the online labor platforms give the users flexible work conditions, low barrier of entry and quick ways to earn. However, there are considerable problems with social protection and other regulatory aspects.
Olga Pavlovna also mentioned that she planned to share the obtained information with colleagues, postgraduate and graduate students during the lessons within the “Labor Market” and “Risk management” courses.
